Progress Highlighted in Annual Reports for Voter-Approved GO Bonds

The City and County of Denver released 2022 annual reports Thursday for the nearly $1.2 billion multi-year GO Bonds. Voters approved Elevate Denver in 2017 and Rebuilding for an Inclusive and Sustainable Economy (RISE) in 2021. Together, they support thousands of jobs and will create more than $2 billion in revenue.

Approximately $366.4 million from the GO Bonds funded dozens of projects, including transportation and infrastructure improvements, library renovations, public safety construction, new parks and new shelters for the unhoused.

Elevate Denver is nearly 50% completed and is on track to end in 2027. The 10-year RISE Denver GO Bond had its first issuance last year.

Denver Mayor Michael B. Hancock said last year, Denver did more to “build on the success of an already great city and deliver on a promise to our residents to reinvigorate the economy. The GO bonds have supported thousands of jobs and generated millions in wages for workers and revenues for businesses.”

Elevate Denver’s Fifth Issuance—$246 Million

Funds supported construction of major construction projects including the 16th Street Mall and South Broadway.

Other dollars went to improve streets and underpasses, public safety facilities and four libraries. Denver Parks & Recreation saw large new project funding.

RISE Denver’s First Issuance—$120 Million

The first of several bond issuances for RISE Denver supported 42 projects.

Funds are building the new Urban Peak youth homelessness shelter, the new Westwood Branch library and accessibility improvements throughout Denver.

A Reinvigorated City of Denver

The two active bond programs will create more than 17,000 jobs and generate $2 billion in economic output for businesses across the city, state and region.

Mayor Hancock celebrated the bonds’ intergenerational impact. “As I close out my final term as Denver’s mayor,” he said, “I’m proud to leave this legacy and confident that our thoughtful social infrastructure will continue to benefit residents for generations to come.”
