FOIA Request to Colorado State Executive – Governor regarding records related to gray wolf migration on October 6, 2025.

On October 6, 2025, Denver City Wire submitted a Freedom of Information Act (FOIA) request to the Colorado State Executive – Governor. The request seeks access to records concerning the migration patterns of gray wolves within the state. This request is made under the Colorado Open Records Act § 24-72-201 et seq., with a preference for receiving the information in electronic format.

The requested records include GPS or collar tracking data collected on gray wolf movements from December 2023 to the present. Additionally, reports, summaries, or analyses prepared by Colorado Parks and Wildlife or contracted researchers regarding wolf migration routes and dispersal patterns are sought. The request also asks for correspondence, memoranda, or presentations related to wolf migration data or movement studies. Communications between the Office of the Governor and other key figures such as Marlon Reis, Jeff Davis, and Dan Gibbs concerning this subject are also included in the request.

Denver City Wire has asked for these records to be provided electronically if possible to minimize costs. They have requested a response within three business days as stipulated by CORA but are open to extensions if necessary due to the scope of the request. An estimate of any fees associated with fulfilling this request has been requested before processing begins.

If any portions of the requested records are exempt from disclosure, Denver City Wire has asked that reasonably segregable portions be released along with citations of specific statutory exemptions for each withheld record. As part of their ongoing reporting on the progress of Colorado’s wolf reintroduction program, they intend to make regular requests for updates from relevant agencies.

As members of The Coalition Opposing Governmental Secrecy—a non-profit organization aiding media companies in investigating governmental actions—Denver City Wire believes they qualify for a fee waiver due to their role in gathering and disseminating news to hold public institutions accountable.
